LOCAL COUNCIL OF KONGENS ENGHAVE, CITY OF COPENHAGEN, DENMARK


Kongens Enghave (literally King’s Meadow-Garden) is located in the south-western part of Copenhagen with a population of 14 000 inhabitants. Mainly built during the inter-war period for the working-class community, the area has turned to a decaying neighbourhood in need of upgrading.

Since 1997 the Local Council has been carrying an integrated urban regeneration programme based on citizen involvement under the Danish Urban Regeneration Experiment. In the IUPM project, the area participates as Lead partner and a valuable pilot project serving as a feedback case to both test findings and provide experience to the project.

KVARTERLOEFT (DANISH URBAN REGENERATION EXPERIMENT) SECRETARIAT IN KONGENS ENGHAVE


Established in 1997 under the Danish Urban Regeneration Experiment, the Kvarterloeft serves as both a secretariat for the Local Council to carry out the urban regeneration programme in Kongens Enghave and to provide model basis for urban policy in the future. It directly works towards empowering the stakeholders into the project.

THE DANISH TOWN PLANNING INSTITUTE


The Danish Town Planning Institute is a private and independent institution working on advancing urban and regional planning in Denmark. THE CITY OF ROSTOCK, GERMANY


Located in North-eastern Germany, Rostock is a polycentric city containing neighborhoods variously affected by the structural changes following the 1989 reunification of Germany. Drawing on the experience learned from the past renewal programme of Kroepeliner Tor Vorstadt, an area located just beyond the city walls, the city is now starting a new urban regeneration programme in the historic city core: the Oestliche Altstadt Mitte (OAM). This is project serving as a pilot project for IUPM as well. In preparing the project the Rostock Urban Renewal Company (RGS) has conducted an interdisciplinary study concerning inner-city development practices, with attention given to issues ranging from urban marketing through practical suggestions in November 1999. The project will be based on direct citizen participation, and as the first step in this, an ethnographic study involving the residents of the OAM will be undertaken involving public and private actors and institutions with primary investment in this area.

WISMAR UNIVERSITY , GERMANY


The Department of Architecture at the Technical College of Wismar University joined the project in September 1999 and carries out necessary research work in connection with the pilot project in Rostock.

Students of the university specialising in the "Urban and Structural Renovation" subject conduct studies concerning the sociological aspects of urban renewal. Using sociological methodologies (surveys, questionnaires, etc.) to determine how residents and their interests can be made a part of ongoing urban renewal projects, they will draw conclusions useful in particularly useful for the Oestliche Altstadt Mitte area project

BERLIN TECHNICAL UNIVERSITY - INSTITUTE OF SOCIOLOGY, GERMANY


The Technical University's Sociology Department (Institut für Soziologie)is part of Faculty for Architecture, Environment and Society. Whilst offering a broad range of fields of social science for education its research is focussed on sociology and technology studies, sociology of architecture and urban and regional sociology.

The research priorities of the urban sociology unit (Fachgebiet Stadt-und Regionalsoziologie) include new urban milieus, inner city and neighbourhood revitalisation, suburbanisation and local impacts of global restructuring processes.

THE CITY OF VILNIUS, LITHUANIA


In 1997, the Municipality completed Vilnius Old Town Revitalisation strategy, co-financed by the World Bank and supported by UNESCO. In 1998 and 1999, the City is heavily investing in upgrading the public areas and giving support to restoration of buildings. Uzupis is an area partly falling in the designated listed area of Vilnius Old Town - a World Heritage site. It lies across the crook of the Vilnia river (the smaller of two confluent in Vilnius) from the previously fortified nucleus of the Old Town, climbing north-eastwards from the lower river valley terrace up the hills surrounding the confluence of Vilnia and Neris. In its urban function, Uzupis area suffers most from division from the nucleus of the Old Town. The area represents a multitude and variety of problems - from lack of utilities and deterioration to social decay. Yet it opens possibilities well responding to the vision of retaining the essential housing area with a mix of other functions, revitalised by public and private partnership into a balanced sustainable development area. The Paupys area is awaiting conversion of industries according to the General plan of Vilnius - the first area to undergo this process in Vilnius, and perhaps the whole of Lithuania. While presenting a planning challenge, these areas also hold the potential to drive their revitalisation by create new ideas and methods of their implementation. The swing in the population type of the area hopefully gives a chance to the birth of the vital local fraternity capable not just of odd performance of arts but also able to consolidate into a fundamental community to drive and sustain the revitalisation of the area. In the IUPM project, Vilnius participates with a pilot project in Uzupis serving as a feedback case to both test findings and provide experience to the project.
