The Baltic Inter-SAVE project in Vilnius

Since January 2000, Byfornyelse Danmark v/ BD Konsulenter a/s manages the Baltic Inter-SAVE project in Vilnius co-financed by the Danish Environmental Protection Agency, through the Danish Co-operation for Environment in Eastern Europe (DANCEE), at the Ministry of Environment and Energy. This project was recommended by the Vilnius Old Town Revitalisation strategy in 1996.

Objective and outputs of the project

Objective of the Baltic Inter-SAVE project in Vilnius is to enable the authorities better protect and develop cultural environment values in the municipality while carrying the International Survey of Architectural Values in the Environment (Inter-SAVE) in the city.

Main outputs of the project will be:

  • the publication of a SAVE atlas elaborated in collaboration with the local community by local specialists educated during the project;

  • a database for storing assessment data, cross-referenced with building register;

  • rendering heritage management system and decision-making tools based on collected data.

Method

The method is based on long-term Danish experience carrying out SAVE assessment. It also has been implemented with necessary modifications in Estonia since 1996. The SAVE guidelines will be translated into Lithuanian and tailored to match the local needs.

The public will be involved in the project implementation through the permanent involvement of an advisory committee and lately a public awareness campaign.

The project will test the method and assessment success in the Uzupis area, which also serves as a pilot site in the IUPM project.

The project will be completed late 2001.

The experience and results of the project will be disseminated at a concluding meeting, comparing Danish, Estonian and Lithuanian experience on SAVE assessments. Depending on interest emerging in the project throughout the project period and success of implementation, this meeting may be extended into a Conference organised in collaboration with UNESCO, the World Heritage Centre to discuss international applicability of the project results. The project will serve as an example for wider application in Lithuania.

This project is implemented for Ministry of Enviroment and City of Vilnius in Lithuania by Byfornyelse Danmark s.m.b.a. v/BD Konsulenter A/S together with Rønne Municipality in Denmark, Box 25 arkitekter, Raadvaad centret Bornholm and Danish Forest and Nature Agency. The project is financed by DANCEE - Danish Cooperation for Environment in Eastern Europe and co-financed by the City of Vilnius and Ministry of Culture of Lithuania.
