In this next section we turn away from the overall perspective of the
city and concentrate on the micro-level. In this we want to pick one
single activity in each of the eight participating cities and look at it
from an anchoring point of view. This discussion is structured around
four dimensions:

- Institutional arrangements
- Exit strategies
- Incentives for private engagement

The reasons for choosing this way of doing it is to try and
illustrate in a little more details the different kinds of consideration
and efforts involved in securing the results of the regeneration work.
None of the examples reflect the entire work of that city – and they are
not chosen because they are particularly good or bad. Rather they show
the multitude and wide range of activities that can take place within
the regeneration process across Europe – and the varieties of solutions
that have to be taken into consideration in answering the mainstreaming
questions.
