3.6. Connections to the city strategy

Each year OTRA makes a monitoring - the Impact Assessment document, which overview, analyse and summarise annual results of VOTRP implementation. Comments, analysis, critics and proposals from governmental, municipal, public and NGO institutions are collected and analysed by OTRA. Then the conclusions of the Impact Assessment serves as a background for the preparation of VOTRP for the coming year. Annual projects of the VOTRP are discussed and coordinated at the municipal departments for Planning and Development, Economics and Finances. After agreement with the departments the VOTRP is presented, commented and approved at the City Board. It is necessary to stress that annual VOTRP's Impact Assessment carried out by OTRA is the comprehensive are development analysis document indicating tendencies of urban, economic and social changes in the historic core of the city.
