Development strategies
The basis for redevelopment in the area is stated in the area related regeneration concept which contains a plan and an explanatory text. This concept takes over a central role in the procedure and for the use of public funds (cost and financing survey). The regeneration concept is being developed at the beginning of the redevelopment process and is being mutually passed by the Senate with the formal designation of the area. At first STEG works out a draft. BBV forwards this draft to other expert authorities for further approval. In the due course this concept is being continuously carried on, adapted to the latest developments or even altered. The redevelopment board participates in this conversion and continuation process as well as the proprietors, inhabitants, tenants and other people concerned.
The regeneration concept formulates the main objectives of urban regeneration in the area on basis of city-wide programmes and strategies as well as projects and measures to improve or stabilise living conditions in the Karolinenviertel. The function of this concept is to have an effect in all directions as a communication instrument to bundle resources and to co-ordinate the conversion. The concept remains flexible during this process.
