Monitoring and evaluation
A special monitoring or precedent evaluation of the redevelopment procedure has not been practised so far. Monitoring has been limited to an annual balancing of costs and a state-report about the conversion of the measures by STEG. This report has the function of a legal obligation of proof. For example it has to be annually carried on, to which extend apartment units have been redeveloped, what kind of public funds have been invested and which private measures have been realised.
A basic difficulty in the monitoring lays in the fact that different projects have been financed, carried out and evaluated from different expert authorities with expert specific objections and different aims have been stipulated for each area. Therefore, there are no standardised criteria in order to evaluate a success of one project with respect to the development effect. But also on area level reliable stated characteristics for the evaluation and monitoring are often missing.
Example catalogues of criteria, respectively indicator surveys have not been worked out for Hamburg for the time being. With respect to this the above mentioned reports most of the times reflect qualitative experiences and assessments and hardly allow a systematic summary. On federal level an appropriate evaluation of urban regeneration programmes is being intensively discussed at the moment. Regarding the experience exchange with other federal states Hamburg draws up criteria and indicators for the annual area-related reports of the areas and area managers and with their assistance, for an evaluation approach of the regeneration programme. It designs working assistance with ideas for quantitative and qualitative characteristics and inquiry-procedure of projects.
