Case Studies  The Karolinenviertel Case in Hamburg - St. Pauli

Change of the regeneration processes

Like already described, the regeneration process in the Karolinenviertel is a dynamic development with ongoing adjustments of objectives. Besides the change, respectively further development of instruments, especially the change from solely physical regeneration to a socially compatible and economical feasible neighbourhood development is to be pointed out.

The instruments of redevelopment as well have changed during the process, for example the public influence on renting flats, financing of housing as well as the criteria for subsidies by the Housing-credit-authority of the city of Hamburg.

In addition, there have been changes of political guidelines and frameworks due to recent elections in Hamburg, trend changes and economic and political events. The developments in the neighbouring surroundings as well have an influence on the area, for example the ongoing development of the Hamburg-exhibition centre.
