The programme of urban regeneration describes different elements of procedure and its main targets. These are:

Creating an integrated regeneration concept which as an instrument of communication has effect on all directions and represents aims, main emphasis of actions and strategies with a temporal and financial background. The concept combines fields of politics and creates a binding basis for the use of public funds as well as a basis of trust for private investors.

The redevelopment advisory board as an appropriate representation of all inhabitants and groups affected and a link to local committees and district assemblies.

Resort overlapping co-operation and resource gathering as one element to bring as many strings of action in Hamburg policy together as possible.

The area-based neighbourhood office as an offer of local counselling, mediation / information centre and meeting point for initiatives, neighbourhood groups etc.

The neighbourhood disposal fund as an incentive for responsible self determined action on local level.
