The IAPs have been poor in monitoring and evaluating progress to date. There is little monitoring done of targets achieved, and soft progress like numbers trained and progressed into employment can be difficult to measure. The fact that unemployment has or has not decreased in an IAP area, is not an indicator of how successful the IAP has been. Rather the economic climate of Dublin city is more important here, when jobs are more plentiful we would hope that it would mean reduced unemployment in the IAP areas. Other factors are important, such as socio-economic background, educational levels, health, poverty etc.
The IAPs monitor progress of development of tax incentive sites through their quarterly/bi-monthly progress reports to the monitoring Committee. From these reports it can be established if development of sites is progressing well/badly. Returns are also sent every quarter to the Department of Environment and Local Government. These returns also provide an accurate picture of the progress of the tax incentive sites
