Case Studies Urban Regeneration in the City of Dublin: Partnership structures and integrated area planning
The RAPID Programme
RAPID stands for “revitalising areas by planning, investment and development”. It is a focused initiative by the government to target the most disadvantaged urban areas and provincial towns in the country. The 25 urban areas targeted by this programme are prioritised for investment and development in relation to health , education, housing, childcare and community facilities including sports facilities, youth development, employment, drug misuse and policing. At local level, any individual household identified as in need of support, will be able to avail of the services of a number of agencies at once, rather than the independent system of provision which is the norm.
An area implementation team, brigns together local state agency personnel (health board, local authority, Vocational Education Committee, Department of Social and Family Affairs, FAS, etc) , the local partnership company, residenets of the local community, and where they exist, local drugs task forces. A specially appointed co-ordinator in each area will work with the local community to
- (a) draw up an audit of local needs
- (b) see how best to tackle the problems
- (c) ensure provision and co-ordination of services and investment, involving the kinds of services and facilities that are most urgently needed in the area and can be delivered within the next three years.
