Case Studies   The Danish Neighbourhood Regeneration Programme. Kvarterløft in Copenhagen

The Main Issues

Through the partnership the participants have acknowledged that one of the main issues in Kongens Enghave is the structure of housing in general. The housing stock in Kongens Enghave contains a lot of small two room flats, which to a large extend determine the family structure with many one-person households. This housing structure has a great impact on the area as a whole because of the many elderly and many young people living in the flats and only few families with children.

There have been two main conflict issues within the partnership. One of them is about the ownership pattern in Kongens Enghave. A large part of the housing is owned by housing associations and some partners find that it would be better for the area to have a more varied ownership pattern.

The other conflict issue is about the Family and Labour Market Administration, who places socially marginalised citizens in the area. The Family and Labour Market Administration has disposal of every third flat available in the social housing. The conflict issue has been whether this is an issue to be discussed or not and whether the Family and Labour Market Administration should share this information with the other participants in the partnership.
