Case Studies   The Danish Neighbourhood Regeneration Programme. Kvarterløft in Copenhagen

The Contents of Kongens Enghave Matching

The Kongens Enghave Matching Project starts with a survey to find the businesses that are in lack of manpower. Then the enterprises and the Green Jobhouse form a contract in which the enterprises promise to employ a specific number of workers while the municipality on the other hand promise to educate and to qualify the unemployed to the specific jobs. The project forms a job-training programme in the length of 3-7 weeks targeted on the specific qualifications needed for this job.

The next step is for the project to apply for unemployed and therefore the jobs are announced in different job centres and in the local neighbourhood around Kongens Enghave. The unemployed can then apply for the job and everybody who applies will come to a job-interview. Representatives from the job-training course participate in the job-interviews.

If the enterprises agree to employ somebody, then the unemployed has to complete the job-training course of the project and will then be guaranteed a job. If the business does not want to employ the person it is obliged to give the applying person an elaborating explanation that the person can use in further development of the working qualifications.

The whole set-up is a way to empower the unemployed and change the focus these persons have on themselves as unemployed, to persons who are actively applying for jobs and thereby changing their view of themselves.

To constantly develop the Kongens Enghave Matching Programme also within the project management there has been established a contact with the University of Roskilde in which the faculty of education agrees consecutively to evaluate the project and the methods used. At the same time the faculty guaranties to pass on knowledge on the newest educational trends.

The Kongens Enghave Matching Project is a pilot project for the city of Copenhagen and is set for a project period of three years and within each year 8 projects are to be carried through. The project starts in the spring of 2003.
