Can we change the way things operate without extra funding?

This is the reason why the project workers in Kongens Enghave have spent a lot of time discussing how to integrate the changes in the administration – and perhaps redirecting some of the existing funds to developing things. Is there a way to organise things differently and use the money saved to develop new things? This might sound easy – but in fact it is very difficult – because it is a change in the public culture of administration – it also involves developing cross-sectoral ways of working together.
