Built in goals/success criteria in all projects

The programme has from the very beginning had a number of built in success criteria and goals – both for the entire programme and for each individual activity/project. This was required as part of the agreement set up between the state and the municipality of Copenhagen. Each year the programme delivers a progress report – and this is the basis of the yearly renegotiations between the municipality and the government. It is not a test but a status where the necessary changes are discussed, changes in funding agreed on etc. It is also an opportunity for the ministries to follow the programme and to assist if there are any problems on the national level.

The success criteria have (at least to some extent) to be measurable and they can be about process as well as results.
