Creating a vision
The work for a vision started in October 1998 at the annual conference which set up the targets for the following year. The main targets being to create a shared vision for Kongens Enghave – and to establish a number of partnerships (one for each of the key issues: traffic, housing and business/employment.

As a result of this the programme arranged a vision conference in April 1999. Participants were:
- Ministry representatives (the Minister of Housing)
- Municipality representatives (the Lord Mayor and Mayor for Technical department)
- Representatives of municipality departments
- Businesses
- Residents
- Housing organisations
- Local politicians
- Local administration representatives
- Organisations, unions etc.
The conference focused on key problems of the neighbourhood that had been identified but could not be solved locally: Housing, traffic and employment.
The result was a number of statements, which were joined into 3 visions on each of these three issues. These visions were later debated at the annual conference. Later a fourth vision – concerning the environmental issues – was added to the list of visions.
