Case Studies The Danish Neighbourhood Regeneration Programme. Kvarterløft in Copenhagen
Visions
After one year of work it became apparent that something was missing for the programme. The action plan had gaps and did not cover all issues e.g.:

There was a need for more participation from “big” stakeholders for example municipal departments

There was no clear future role for Kongens Enghave in the city (a lack of a vision)

Some key issues had emerged such as: traffic, housing, and employment
This became clear because the work became more focused on strategies for the development of the neighbourhood, tying the various activities and projects together. When the project workers together with an external consultant worked on this, they could see that there were differences or even conflicts in local and municipal strategies. This showed that there was not just one picture of how the development of the neighbourhood was going to be – and what the role of the local neighbourhood would be in the wider city-perspective.
