Core Problem: Vacant Properties

A huge problem for Berlin as a whole, but in particular for the area in question here are the numbers of vacancies in housing and commercial spaces, in public infrastructure like schools and kindergartens and on former industrial sites. They are a result of economic and demographic change. In the eastern part of the area, about 16% of the housing stock is empty, with a concentration in (mainly un-restored) old buildings.[5] About 1000 commercial units – which is about 40% - are empty in the eastern part (basis for this figure is a counting of ground floor units). [6] Throughout the whole area, in particular along the railway tracks, there are derelict industrial sites and garages, today in parts temporarily used for various kinds of culture and trade.
